Venezuela: The UN at the Behest of the
Yankee Monopolies

O imperialismo Ianque
& C.ª no seu afã de pilhagem quer mandar em todo o mundo. Erradicar o
socialismo e comunismo, esmagar as lutas dos trabalhadores e dos povos, para
que um punhado de chefões se enriqueça à custa de milhões dos escravos
modernos. A compreensão disto parece ter já chegado a largas camadas,
incluindo elementos dos «sistema». Um exemplo de um jornal de direita: «Será
que se a URSS ainda existisse teríamos tido o ‘desastre’ que tivemos (cada
dia que passa isso confirma-se…) com as intervenções militares e políticas no
Médio Oriente, cujas repercussões negativas não são mais possíveis de
esconder?» (Sol, 2-3-2019)
Também «não são mais possíveis
de esconder» as ilegalidades cometidas pelos imperiais. Cometidas às claras,
impunemente e impudentemente. Como o recente apagão na Venezuela feito por
sabotadores ao mando do trio Guaidó-Mike Pompeo-Marco Rubio, os dois últimos,
respectivamente, Secretário de Estado e Senador dos EUA! Como é que se pode
afirmar isto? Primeiro, pela evidência encontrada no local: o ataque
perpetrado na quinta-feira contra o sistema automatizado de controlo da
central hidroeléctrica de El Guri, no estado de Bolívar; segundo, pelo tipo
de sabotagem que exige conhecimentos técnicos e orientação a alto nível;
terceiro, porque já não é a primeira vez que a oposição perpetra este tipo de
atentado para gerar descontentamento na população; e quarto – esta uma
evidência indesmentível que revela a actual impudência imperial – porque se
descobriu um tweet de Marco Rubio menos de três minutos após a acção
de sabotagem dando detalhes dela. Conforme disse o vice-presidente venezuelano
da Comunicação, Cultura e Turismo, Jorge Rodríguez, o senador «tem o dom da
adivinhação» e «devia explicar ao mundo como soube que o sistema de controlo
automatizado de apoio da central hidroeléctrica de Guri tinha falhado», num
momento em que «ninguém sabia disso». Trata-se de uma «verdadeira confissão
de um crime», sublinhou Rodríguez.
A impudência e
impunidade no cometimento de ilegalidade também já há muito chegaram à ONU.
Haja em vista que há inúmeras resoluções da ONU nunca cumpridas, como por
exemplo a da criação do estado palestiniano. Mas, desde que o campo
socialista da Europa Oriental se desmoronou, roído por dentro pelo
revisionismo (algo que merecerá outros artigos), o imperialismo Ianque &
C.ª sentiu-se bem mais à vontade para fazer impor os seus diktats a coberto de máscaras de
intrujice enquanto é preciso e resultam, e sem elas quando já não são
precisas ou não resultam.
A máscara actual no
caso da Venezuela é a da «crise humanitária», máscara já usada na Jugoslávia,
Líbia, Síria, etc., como pretexto intervencionista. No caso da Venezuela,
além de não haver a apregoada «crise humanitária» -- há sim grandes
dificuldades económicas causadas
precisamente pelos imperialistas --, é caso para perguntar: se os EUA – esses
humanitários que têm causado milhões de mortos em todo o mundo nas múltiplas
guerras que lançaram desde a 2.ªGM e que continuam até hoje! -- estão tão
preocupados com a «crise humanitária», porque razão não acabam com o bloqueio
económico? Porque razão eles e seus comparsas se apoderaram de activos
estatais venezuelanos nos bancos dos seus países – incluindo pagamentos de
petróleo venezuelano e as 70 toneladas de ouro num banco de Londres?! Tudo
isto contra as leis internacionais!
A máscara da «crise
humanitária» também é sustentada a alto nível na ONU, como vamos ver.
De 26 de Novembro a 5
de Dezembro de 2017 decorreu uma visita à Venezuela de Alfred Zayas, como enviado
da ONU. Foi o primeiro e único relator da ONU a visitar a Venezuela em 21
anos. Alfred Maurice de Zayas (nascido em 31-5-1947 em Havana, Cuba) é um
advogado americano, escritor, historiador, especialista em direitos humanos e
direito internacional. Visitou a Venezuela na sua qualidade de Perito
Independente da ONU em Promoção da Ordem Internacional Democráti-ca e Equitativa,
nomeado pelo Conselho de Direitos Humanos das Nações Unidas.
Zayas encontrou-se com
membros da Assembleia Nacional, câmara de comércio, corpo diplomático, grupos
de oposição, organizações não-governamentais, líderes de igrejas, professores
e estudantes universitários. Que encontrou Zayas? Ouçamo-lo em extractos de
duas entrevistas ([1]: 9/2/2019, [2]: 8-3-2019,
itálicos nossos):
-- «A oposição da
Venezuela rejeita o diálogo, quer o poder com um golpe de Estado».
-- «Não houve
"crise humanitária", como me foi confirmado pela FAO e pela CEPAL
[3]. Nada que se compare com Gaza, Iémen, Síria, Somália, República Centro Africana,
etc. Havia, de facto, escassez de alimentos e remédios. A situação ficou
muito pior desde Dezembro de 2017 por causa das sanções de Trump e do
bloqueio económico e financeiro».
Durante a sua missão, Zayas
discutiu a questão da escassez de alimentos e medicamentos com técnicos da
FAO, organização que, em relatório de Dezembro de 2017, revelou a existência
de crises alimentares em 37 países, mas a Venezuela não estava entre eles
[2].
-- «Crise humanitária é
uma hipérbole. É claro que há escassez, mas a causa está no esforço conjunto
dos EUA, Canadá e UE para causar o caos na Venezuela, esperando que o governo
caia».
-- «Há escassez, há
falta de abastecimento, há recessão. Mas quem viveu e trabalhou para as
Nações Unidas durante décadas e conhece a situação em países da Ásia, de
África e da América Latina sabe que esta situação na Venezuela não chega a
ser uma crise humanitária. No entanto, repetem tanto essa versão que muitos
pensam que efectivamente o país está à beira de um desastre».
-- «O nível de
maquiavelismo e cinismo é de tirar o fôlego. Além disso, o termo "crise
humanitária" é um pretexto para a intervenção humanitária -- é claro, a
intervenção militar para impor a mudança de regime».
-- «A guerra económica
asfixia o país, e causa muito sofrimento entre os mais vulneráveis. Como
escrevi no meu relatório ao Conselho dos Direitos Humanos, as sanções matam.
O governo tem tido maior dificuldade em obter insulina, medicamentos
anti-malária, anti-retrovirais, etc. As cadeias de distribuição também foram
prejudicadas pela guerra interna conduzida pela oposição. A maior parte da
economia ainda está no sector privado e tem havido numerosos casos de
açambarcamento, em que os alimentos e medicamentos não são distribuídos a
supermercados e farmácias, mas armazenados e postos depois no mercado negro.
Na medida em que pessoas morreram de desnutrição por falta de diálise e
outros serviços médicos em resultado das sanções, isso levanta questões de responsabilidade civil e criminal pelos
países que impõem as sanções, sabendo que causarão a morte. É homicídio
premeditado. Não é apenas dano colateral.»
-- «A recusa da
Colômbia em entregar medicamentos contra a malária, solicitados para combater
um surto em Novembro de 2017 na Venezuela, bem como a ausência de condenação
da comunidade internacional, implica responsabilidade conjunta pelo
agravamento da crise. Neste caso, o medicamento anti-malária teve de ser
importado da Índia.»
-- «É significativo
que, em 2017, quando a Venezuela solicitou ajuda médica do Fundo Global de
Combate à SIDA, Tuberculose e Malária, o pedido tenha sido rejeitado com a
alegação de que “ainda é um país de alto rendimento… e como tal não é
elegível”».
-- «As sanções
económicas e os bloqueios modernos são comparáveis aos cercos medievais de
cidades com a intenção de forçar rendições […] As sanções do século XXI
tentam obrigar não apenas uma cidade, mas países soberanos a ficar de joelhos
[…] Uma diferença, talvez, é que as sanções do século XXI são acompanhadas
pela manipulação da opinião pública através de ‘notícias falsas’, relações
públicas agressivas e uma retórica de direitos pseudo-humanos para dar a
impressão de que um ‘fim’ associado aos direitos humanos justifica a
utilização de meios criminosos».
-- Resposta à pergunta
“Como aprecia a decisão da UE e ONU de não apresentar observadores nas
eleições antecipadas solicitadas pela oposição de 20 de Maio de 2018, apesar
de um convite formal do governo de Caracas?”: «Má fé. Mas havia outros
observadores internacionais, especialmente a CEELA, a mais antiga e estabelecida
organização de monitorização na América Latina. Posso enviar-lhe o relatório
final deles sobre as eleições […] Os partidos da oposição MUD e Voluntad
Popular [de Guaidó] boicotaram, mas outros líderes da oposição obtiveram 32%
dos votos (Henri Falcon 21% e Bertucci 11%). Maduro recebeu 68% dos votos.»
-- Sobre o
reconhecimento de Guaidó por EUA e seus satélites: «Uma violação do direito
internacional em uso, em particular violação do Capítulo 4, do artigo 19 da
Carta da OEA e dos artigos 1 e 2 da Carta da ONU. O princípio da não
interferência nos assuntos internos dos Estados foi reconhecido em muitos
julgamentos do Tribunal Internacional de Justiça, incluindo a Nicarágua vs.
EUA em 1986.»
Agora, pasme-se!:
A ONU ignora até hoje o relatório sobre a
situação na Venezuela apresentado em Setembro de 2018 por Alfred Zayas
especialista independente enviado pela própria ONU.
O próprio Conselho dos Direitos Humanos – em
nome do qual foi enviado -- não fez mais que breves considerações sobre o
trabalho.
Zayas acredita que as suas conclusões do
relatório não foram analisadas porque vão contra a narrativa dominante de que
a Venezuela precisa de uma mudança de regime [2]: «Quando afirmo que a emigração é em parte
atribuível à guerra económica travada contra a Venezuela e às sanções
económicas, as pessoas não gostam de ouvir isso. Só querem a narrativa
simples de que o socialismo falhou e falhou com o povo venezuelano»
Portanto… quando a
realidade não convém aos monopólios ianques, até a ONU silencia a verdade e
deixa passar crimes e ilegalidades.
Dantes, quando havia um
forte campo socialista, não passaria o esconder relatórios de enviados da ONU.
Actualmente, sem o campo socialista, até a alto nível da ONU já tem livre
curso a vontade de sempre dos monopólios: quando a verdade nos incomoda,
silenciemo-la. Para que a mentira prevaleça.
Em 23 de Março de 2018,
o Conselho dos Direitos Humanos condenou medidas coercivas unilaterais por 28
votos a favor, 15 contra e 3 abstenções porque as sanções económicas podem
causar morte, agravar crises económicas, interromper a produção e
distribuição de alimentos e medicamentos. Constituem um factor de pressão que
gera a emigração e conduz a violações dos direitos humanos.
A experiência histórica
mostra, porém, o pouco valor destas condenações, embora tendo algum valor.
Tanto mais que esta leitura dos direitos humanos não é nem nunca foi a da
administração americana e a dos seus satélites. Para eles, «direitos humanos»
é o «direito» dos seus monopólios de governarem o mundo; o direito dos
chefões monopolistas «livremente» imporem – após nos terem devidamente
informado e ensinado 24 horas/dia -- o que é «bom» e é «liberdade» para o
povo trabalhador, e quais devem ser os seus direitos. Ou, como dizia Salazar:
«Se soubesses quão difícil é governar, gostarias de obedecer toda a vida».

The
imperialism Yankee & Co. in its zeal for looting strives to rule the whole
world. To eradicate socialism and communism, crushing struggles of workers
and peoples, so that a handful of big bosses enrich at the expense of
millions of modern slaves. The understanding of this seems to have already
reached large strata, and even elements of the “system”. Here is an example
of a Portuguese right-wing newspaper: "If the USSR still existed would
we have had the 'disaster' we had (confirmed as every next day passes...),
with the military and political interventions in the Middle East, whose
negative repercussions can’t be concealed any more?" (Sol, 2-3-2019)
The
illegalities committed by the imperials also «can’t be concealed any more». They
are ommitted openly, with impunity and impudence. Like the recent blackout in
Venezuela carried out by saboteurs on the payroll of the trio Guaidó-Mike
Pompeo-Marco Rubio, the last two, respectively, US Secretary of State and US
Senator! Why one can correctly assert this? First, from the evidence found on
the spot: the attack on past Thursday against the automated control system of
the El Guri hydroelectric plant in the state of Bolívar; second, by the type
of sabotage which requires technical knowledge and top gearing; third,
because it is no longer the first time that the opposition has perpetrated
this type of attack to spread discontent among the population; and fourth --
this being an undeniable evidence which also reveals today’s imperial
impudence -- because a tweet by Marco Rubio was discovered less than three
minutes after the sabotage action providing details of it. According to Jorge
Rodríguez, the Venezuelan Vice-President of Communication, Culture and
Tourism, the senator "has the gift of divination" and "should
explain to the world how he knew that the automated control system in support
of the Guri hydroelectric plant had failed", at a time when “no one knew
it”. It is a "true confession of a crime," underlined Rodríguez.
Impudence
and impunity in the practice of illegality have long since reached the UN. One
just has to bear in mind the numerous UN resolutions that were never carried
through, such as the creation of the Palestinian state. But since the
socialist camp of Eastern Europe crumbled down, internally eroded by
revisionism (something that will be the subject of other articles), the Yankee
& Co. imperialism felt far more at ease in enforcing its diktats covered with deception masks
as long as they are needed and provide results, and without them when they
are no longer needed or do not yield results.
The
current mask in the case of Venezuela is that of a "humanitarian
crisis", a mask already used in Yugoslavia, Libya, Syria, etc., as an
interventionist pretext. In the case of Venezuela, putting aside that the repeatedly
stated "humanitarian crisis" does not exist-- there are indeed
great economic difficulties caused precisely by the imperialists --, it is a
case to ask: if the US -- those humanitarians that have caused millions of
deaths worldwide in the multiple wars they have launched since the end of
WWII and that go on until today! -- are so concerned about the “humanitarian
crisis”, why do they not stop the economic blockade? Why did they and their satellites
seize Venezuelan state assets in the banks of their countries - from payments
of Venezuelan oil to the 70 tons of gold in a London bank?! All this against
international law!
The
mask of the "humanitarian crisis" is also being held at a high
level in the UN, as we shall see.
From
November 26 to December 5, 2017, took place a visit to Venezuela by Alfred
Zayas as a UN envoy. He was the first and only UN rapporteur to visit
Venezuela in 21 years. Alfred Maurice de Zayas (born 1947-5-31 in Havana,
Cuba) is an American lawyer, writer, historian, and an expert in human rights
and international law. He visited Venezuela in his capacity as UN Independent
Expert in the Promotion
of a Democratic and Equitable International Order, appointed by
the United Nations Human Rights Council.
Zayas
met with members of the National Assembly, chamber of commerce, diplomatic
corps, opposition groups, non-governmental organizations, church leaders, university
professors and students. What were the findings of Zayas? Let us listen to him
in extracts from two interviews ([1]: 9/2/2019, [2]: 8-3-2019, our italics):

"Venezuelan opposition rejects dialogue, they want power with a coup d’état."
--
"There was no ‘humanitarian crisis’, as confirmed
to me by FAO and CEPAL [3] nothing to compare with Gaza, Yemen, Syria,
Somalia, Central African Republic, etc. But indeed there was scarcity
of foods and medicines. The situation has gotten much worse since December
2017 because of Trump’s sanctions and the economic and financial blockade."
During
his mission, Zayas discussed the issue of food and drug shortages with FAO
technicians, an organization that in its report of December 2017 revealed that
there were food crises in 37 countries, but Venezuela was not among them [2].
-- “Humanitarian crisis is a hyperbole. Of
course there is scarcity but the cause is in the concerted effort by the US,
Canada, EU to cause chaos in Venezuela, expecting that the government
will fall.”

"There is shortage, there is a lack of supply, there is a recession. But
anyone who has lived and worked for the United Nations during decades and
knows the situation in countries of Asia, Africa and Latin America knows that
this situation in Venezuela does not come close to a humanitarian crisis. Nevertheless,
they repeat this version so often that many people think that the country is indeed
on the verge of disaster.”
-- “The level of Machiavellianism and cynicism is
breathtaking. Besides, the term ‘humanitarian crisis’ is a shortcut to
humanitarian intervention -- of course military intervention to impose regime
change.”

"The economic war is asphyxiating the country,
causing much suffering amongst the most vulnerable. As I wrote in my
report to the Human Rights Council, sanctions kill. The government has
met increased difficulty in obtaining insulin, anti-malaria medicine, anti-retroviral
drugs etc. The distribution chains have also been disrupted by the
internal war being conducted by the opposition. Most of the economy is still
in the private sector and there have been numerous instances of hoarding,
whereby foods and medicines are not distributed to supermarkets and
pharmacies, but stored and then released into the black market. To the
extent that people have died of malnutrition of lack of dialysis and other
medical services as a result of the sanctions, this raises issues of civil and criminal liability by the
countries that impose the sanctions, knowing they will cause death. It is
premeditated homicide. It is not just collateral damage.”

"Colombia's refusal to deliver malaria drugs, which were requested to
fight an outbreak in November 2017 in Venezuela, as well as the absence of
condemnation from the international community, entails joint responsibility
for the worsening of the crisis. In this case, the anti-malarial drug had to
be imported from India.”

"It is significant that in 2017, when Venezuela requested medical help
from the Global Fund to Fight AIDS, Tuberculosis and Malaria, the request was
rejected on the grounds that it 'is still a high-income country ... and as
such is not eligible’."

"Economic sanctions and modern blockades are comparable to the medieval
sieges of cities with the intention of enforcing surrenders [...] The
sanctions of the twenty-first century try to force not only a city, but
sovereign countries to get on their knees [...] One difference perhaps, is
that 21st century sanctions are accompanied by manipulation of public opinion
through 'fake news', aggressive public relations and a rhetoric of
pseudo-human rights to give the impression that an 'end' associated with
human rights justifies the use of criminal means”.

Answer to the question "How do you
judge the decision of the European Union and the United Nations to not
present themselves as observers in the early elections requested by the
opposition of May 20, 2018 despite a formal invitation from the Caracas
government?": "Bad faith. But there were
other international observers -- notably the CEELA -- the oldest and most
established monitoring organization in Latin America. I can send you
their final report on the 20 May elections […] The opposition parties
MUD and Voluntad Popular [the party of Guaidó] boycotted, but other
opposition leaders garnered 32% of the vote (Henri Falcon 21 % and Bertucci
11%). Maduro received 68% of the ballots cast.”

Regarding Guaidó's recognition by the
Now,
lo and behold!:
To this date the UN ignores the report on the
situation in Venezuela presented in September 2018 by Alfred Zayas, the
independent expert sent by the UN itself.
The Human Rights Council itself -- on whose behalf he
was sent -- made only brief comments on the work.
Zayas
believes that his conclusions in the report have not been analyzed because
they go against the dominant narrative that Venezuela needs a change of
regime [2]: "When I say that emigration is partly attributable to the
economic war against Venezuela and economic sanctions, people do not like to
hear this. They just want the simple narrative that socialism has failed and
failed with the Venezuelan people »
Therefore
... when reality does not suit the Yankee monopolies, even the UN silences
the truth and lets crimes and illegalities go by.
Before,
when there was a strong socialist camp, the hiding of reports from envoys of
the UN would not happen. Nowadays, without a socialist camp, even at the high
level of the UN the omnipresent will of the monopolies has free course: when
the truth bothers us, let us silence it. So that the lie prevails.
On
23 March 2018, the Human Rights Council condemned unilateral coercive measures
by 28 votes to 15, with 3 abstentions because economic sanctions could cause
death, aggravate economic crises, and stop the production and distribution of
food and medicines. They constitute a pressure factor that generates
emigration and leads to violations of human rights.
Historical
experience, however, shows the low value of these condemnations, though
having some value. All the more so since this reading of human rights is not,
and has never been that of the American administration and of its satellites.
For them, “human rights” is the “right” of their monopolies to rule the world;
the right of the monopolist big bosses to “freely” impose -- after having
duly informed and taught us 24 hours per day -- what is “good”, what is “freedom”
for the working people, and what their rights should be. Or, as the
Portuguese fascist Salazar said: "If you knew how difficult it is to
govern, you would like to obey all your life through."
